Become a Massachusetts Notary Public
The Governor of Massachusetts, through the Executive Council, is the constitutionally mandated appointing authority for all Massachusetts Notaries Public. All inquiries regarding your application should be directed to the Governor's Executive Council and not the Commissions Division.
As a first time notary public applicant, it is recommended that you read Executive Order No. 455 (May, 2004).
To apply as a notary public in Massachusetts, you must meet all the requirements outlined below:
- At least 18 years of age
- A legal resident in the State of Massachusetts
- Able to read and write the English language
- Never been convicted of felony or other crimes
If you meet all the required qualifications, you may follow the steps below on how to become a Massachusetts Notary Public:
1. Download and complete the notary application form. Read and follow the instructions carefully.
2. Find an attorney and three (3) Massachusetts residents, who are 18 years old and above, to endorse and sign your application.
3. Submit your application, together with an updated copy of your resume, to:

4. If your application is approved, the Secretary of the Commonwealth will notify you of your appointment with instructions on how to finish the application process.
Term of Office
The commission term for notaries public in Massachusetts is seven (7) years.
